Tubesheet: weld overlay and flange input

A weld overlay is material that should not be included in strength calculations. It is used for its chemical properties. The total thickness should be used for weight calculations, while thickness - overlay thck be used for strength calculations.

Same idea applies to the girth flange, but it is a little more complicated since the weld overlay can also be applied from the inside
